Sch A itemized deductions shows a much lower amount (less than half) of the amount shown on Form 1040, Line 8. Why aren't these amounts the same?

Line 8 on Form 1040 is for entering EITHER the standard deduction you qualify for OR the total from Schedule A (itemized deductions) whichever amount is LARGER.   It sounds like your total amount for Schedule A is lower than the Standard Deduction you qualify for so Turbo Tax has entered the Standard Deduction on line 8.  Does the figure you are seeing match your Standard Deduction?
