Savings Bonds 1099-INT Who issues This?

My son cashed in Savings Bonds Series I last Jan 2020 that was left to him by his deceased Grandpa. We took them to our bank to cash but did not receive anything to file with his taxes. Who issues the 1099-INT, the bank or IRS? I called the bank and they don't seem to know anything about a 1099 for the savings bonds that they cashed out for us and deposited into my Son's account.

Yes, the bank that paid the bond/interest will send you a Form 1099-INT.  They have until 31 January to send them out.  Here is a link with information on the 1099-INT for Savings Bonds.  See the paragraph on reporting the interest.
