Retiree couples has only 1099-SSA income under $20,000. Do they need to file?

I'm helping this couples to file tax with only 1099-SSA as income.  The total 1099-SSA income is $20,000, filing married jointly.  When I finished in Turbo Tax, it won't allow me to submit e-file.

 

Base on what I search, they don't need to file tax at all if they don't have any other income.  Is this correct?

Right.  If they only get SS or SSDI they don't have to file.  It isn't taxable.  And you can't efile with no taxable income.  If they want to file they will have to print and mail it.   Did they have any withholding taken out of it?  Then they need to file to get it back.

No, they don't have any tax withholding.  I will inform them and will print/file if they want to.

 

Will it have any impact for future relief fund (COVID), etc...?
