Refund still processing...

My 2023 return was accepted 2-15 and is still showing as processing. No letter from the IRS to say why. I still paid my 4-15-24 estimated tax payment for 2024 but if they have not approved and sent my refund by the 6-17 ES payment due date can I amend my return to have them allocate my refund to estimated payments instead? In hindsight, I should have done this originally but never expected my refund would be delayed so long.

No.  Rerouting your refund is not reason to amend a tax return. An amendment will not make that action happen.  Here is a link with more information on amending your tax return.

Further, there is no action/form/mechanism in place for the IRS to reroute a tax refund after filing.
