Refund on NJ return for sale of second home

  We paid 2% non resident tax at time of sale of second home (NJ) while a PA resident.  Federal and PA state return state we need to file NJ return.  Completion of NJ state returns shows a refund of a few thousand dollars.  Can this be correct?  Sometimes the tax due is less than the 2% non resident tax?

Yes, oddly, in most cases, the withholding is more than the tax due- of course there is no way to know unless you complete the tax return, but it is common.

Thank you very much!  You answered questions yesterday for me and I really appreciate it.  This was so frustrating because of the NJ return pulling info from PA which, in my opinion, does not belong on the NJ return.  But in the end, it worked out in my favor, so I can't complain!
