Received refund from the State of CA. Used TurboTax Premier and it calculated I need to pay. Should I be contacting the State? Does it mean I might've overpaid Federal?

The state will be sending you a letter, as they do not notify TT of any adjustments that they make.

Maybe you made a data entry error, or forgot to claim an estimated tax payment?
