Received a 1099-R, but TurboTax insists that I file a Form 4852

I received a 1099-R for a TSA that I rolled over to an IRA in 2024. I've
filled in all of the information in this section on TurboTax Home and Business about 6 times and
every time I get to the end, TurboTax insists that I also fill out a Form
4852.

 

The only 2 options that I get are "YES, I want to fill out a substitute
form" and NO, I'll come back later to fill out the form"

 

Is there a way to avoid filling out a Form 4852 or should I just attest
that I was unable to receive a 1099-R and then explain that I actually DID
receive a 1099-R but that TurboTax insisted that I also fill out a Form
4852 in error???

I reentered all of the same information as a new 1099-R without a problem. The only thing that I can think of is that I MAY HAVE called the initial 1099-R a Replacement 1099-R because I was unsure of it's designation since this 1099-R wasn't automatically uploaded like all of my other 1099-R's were and I had to input the information myself. TurboTax never gave me the option to say it wasn't a replacement no matter how many times I hit "Back!"
