Yes---that is how it is priced. If you want to avoid the $25 state e-file fee you can choose to print and mail the state instead. You got the software to prepare the state return, but e-filing is an extra fee for the state.
There is one free state program download included in the purchase price for the Deluxe desktop edition or higher. This does Not include a free state e-filing. The state e-file charge is currently $25 (except for New York state which is free). The fee can be avoided by printing and mailing the state tax return.
And a word of caution----When it asks you if you want to pay that $25 from your federal refund, there will be an extra $39.99 refund processing fee added (or $44.99 in CA) so it is an expensive way to e-file the state. I mail state returns.
