Purchased 2 licenses for Fed/State but only one State will download for free

I purchased two licenses for TurboTax Federal plus State and I installed each on a separate laptop.  I have tax returns to prepare for family in Kentucky and in Missouri.  I downloaded the Kentucky program on one laptop successfully at no cost.  When I tried to download the Missouri program on the second laptop under the second license, the program prompted me for payment.  I should be able to have each state program free as those are the products I purchased.  Does anyone know how to fix this?  I called customer support, but they seemed stumped and then I was placed on hold and cut off.  Hoping I don't need to call them back.

Great question.  I am having the same issue as I moved from on state to another state and need to file in both.  I hope someone can help us with this issue.

Update:

So I got it to work.  Here are the specifics:  originally, I had started a new return by importing a prior year file, which had a Missouri return.  When I went the the State section it prompted me to download the state file and wanted me to pay for it.  I exited the program, then opened it again and this time selected to start with a completely blank return.  Under the State section it showed Missouri, and I clicked Start my Missouri return.  It activated without prompting for a state download of any kind.  I then opened the original file I had imported and now it let me work on the state return.
