Problem filing after a rejection

My state return was rejected due to a drivers license problem.  ( my license number was changed when I got a Real ID but the state must still have my old number on file.). When I tired to refile with another method of ID, the program would only present the drivers license option.  No point in going that route again.  However, I was also told by a TT agent that I would have to pay again to refile….another $25!  Is that incorrect?  If so, is there a way to get the original methods to show up so I can select providing my state PIN number or last year’s AGI.  I feel Turbo Tax is just trying to get more money, not help you to file.  How can they charge money for a return that never got filed due to the rejection.  Filing by mail is a big pain and means more cost due to registered mailing fees, and as it stands, even if it’s free, I can’t E-file because the license number would be rejected again.

When your return is rejected by the IRS or state, it is as if you never e-filed it or paid TurboTax. 

Payment was rejected when the return was rejected. So you can re-open your return, fix what needs to be fixed, and then e-file it as if for the first time

I am unable to refile because Turbo Tax doesn't give me a different option to verify my identity.  The state has an incorrect drivers license number for me, and the software no longer offers to give me a different option.  I was specifically told by an agent (on the phone) that I would have to pay again.  I also tried to file for a refund of my purchase but the form doesn't have a submit button so after entering my information, II coudn't submit it.  And I am very close to the 60 day limit.  Very frustrating.
