Part d on my W2 only has a 2 and getting rejected for filing says it's supposed to be double digits. What is control ?

The Control Number in box d of the W-2 is not required to file a tax return.  You should leave box d blank (empty).

Yes, you can leave box d blank on Form W-2, it's only used for importing your form into the tax return.
