overdrafting my account after customer service said if there was no money the debit wouldn't go through. I can't get a person on the phone again as their robot can't hear me anymore.

I called 2 days ago and somehow got through. I was meant to be paying for the service with my refund, but the government yanked our entire 2k refund from under us for a debt we didn't even realize existed. Needless to say, the money to pay for the filing bill was not there. The account had no money in it. I knew I wasn't going to have the amount to pay outright, so I called asking about a payment plan. She said she didn't have the power on her end to make any arrangements, but if there was no money in the account the debit simply wouldn't go through and I could allow the transaction to complete when I had the funds. Today the debit went through and my account is now overdrawn. I can't get through the robot to ask a person anymore questions, it just keeps saying it couldn't catch that and I can't figure out why it can't hear me but I hope my calls were recorded because they were **bleep**ing ridiculous and I am passed there is no customer service. How do I get help? How can I remedy this? I need help. I don't have the funds I need some kind of arrangement. Who do I talk to and how do I reach them if their bot is deaf?
