One of my w-2's didn't have employers state ID no. needed in box 15. do I need to get this from the employer so i can complete my taxes and get the total tax return

A blank box 15 state employer ID on your W-2 should not cause a problem with your return processing at the IRS or the state revenue office. If there are no entries in 17, you may leave the entire box 15 and 16 blank, as well.  If you do have entries in box 17, please see the work around below.
