Once the form 1040-x for 2021 taxes is available, will I be able to do this online with turbotax?

yes, you will be able to file an amended return with turbo tax

The North Carolina Department of Revenue announced the target date to open the tax season is the week of Feb. 28.  See NCDOR Issues Update On Opening Of 2022 Tax Season.
