On the Unemployment form 1099G, I just see a Payer's ID No, not a payer name, is the payer name me or am I the recipient?

You are the recipient and even though there isnt a payer name in the appropriate box, you should find information maybe at the top of the form that shows who sent it to you. If this is a 1099G form for a state tax refund then the the payer is your state department of revenue or taxation. If this is a 1099G form for unemployment compensation then the payer might be the state department of labor.

You are the recipient. The payer would be the Employment Development Department. If you wanted to verify there is instructions for the 1099G in your unemployment portal. Just login and go to the 1099G section. There is a link called Form 1099G instructions. Best of luck.
