On the 5695 form does "originally placed into service by you" mean I did the work? or that I ordered the service?

I had insulation installed in 2023.  Should I answer "Yes" on the 5695 form for "originally placed into service by you"?

Your answer should be Yes if the installation was completed in 2023.
