On my Form 1099-INT (DISCOVER BANK), I didn't have a value but the state identification number has a value, how should I fix this problem

It keeps asking me to fix this problem:
chedule B -- Form 1099-INT (DISCOVER BANK): Box 17 St Tax WH - Line 1 should have a value if the state identification number has a value.
