On my fed. tax return - how is line 56 for tax calculated? Adding up our W2 shows tax of $30,500, but line 56 only shows an amount of 20,641?

Line 56 of the 1040 is your tax liability after credits. Its completely unrelated to the withholding on your W2. Withholding is on line 64.
