On my 1099-SA ...Tax form is asking for Federal ID number. There is not a Federal ID number but there is a Payers TIN number. Is that the same?

Yes, the Payers TIN is the same a the Federal ID Number. Enter the payer's TIN when you are asked for the Federal ID No.
