Is this a 1099-MISC that you received?   If so, the Payer is the person/institution that sent you the form.   So for a received 1099-MISC, a Payer's TIN is their Federal tax ID number.

If the 1099-MISC was sent to you, then you are the recipient or payee.

TIN is a generic term that encompasses many types of taxpayer ID numbers.   Here's more info on TINs:

The 1099-MISC only includes the Payer's TIN.  Turbo Tax is asking to include a description of the payer and what type of payment it is.  If I don't remember who paid me that amount, is there a place to look up the payer information using the Payer's TIN?  Or is this something I will need to call the IRS for?

Sorry  the IRS or nobody can tell you what it's for.  You have to find out who paid you and why.  Can you check your bank account for a deposit and when you got it?  There isn't a name on it for who it's from?  A return address on the envelope?

I got a 1099-MISC today from the California Franchise Tax Board for $700.  I have no idea what it is for.  We already filed our taxes and it’s nearly impossible to find out who the Payer’s TIN belongs to.

It's probably the California Middle Class Tax Refund.  Individuals who received a California Middle Class Tax Refund (MCTR) of $600 or more will receive a 1099-MISC for this payment.  That is why you received a 1099-Misc.

The MCTR payment is not taxable for California state income tax purposes. You do not need to claim the payment as income on your California income tax return.  Thus, there is no need to amend your CA return.

The MCTR is also not subject to federal income tax.  However, when the IRS accepts your return and provides you notice of same, you may want to amend your federal return to include the refund even though it is not taxable.  Here are the steps to follow to enter the CA MCTR on your federal return:

  1. Go back to the "Wages and Income" section
  2. scroll down to "Other Common Income"
  3. select the 1099-Misc topic
  4. enter the form information
  5. You will arrive at a screen "Does one of these uncommon situations apply?"
  6. Click the button "This was a California Middle Class Tax Refund (MCTR)
  7. Finish the interview section.

If you live in MN and got money from MN, it was probably the MN tax rebate payment.  MN would not pay you for CA credits.
