On form 8962 line 29 it says to enter the smaller of lines 27 and 28 if line 27 is blank would i just enter whats on line 28

If line 27 is blank, there would be no entry on line 29. 

Line 28 shows the maximum amount that you could possibly owe, but if line 27 is zero, line 29 would be zero, as well.
