You cannot e-file a state tax return if the federal return was not e-filed. New York only requires the state return to be e-filed if your software allows e-filing. Since the software will not let you e-file the state return then you are allowed to print and mail the New York state income tax return.

Did you e-file the federal tax return and was it accepted by the IRS?
If the state return cannot be e-filed the program had to give some type of message of why it could not be e-filed.
There is no reason provided for the state. My federal return was E filed and accepted.
I've called twice in the past couple days and was on the phone for an hour each time and they cannot figure out why the program is not allowing it.
I can not e-file a non resident state return, my resident state and federal return are going through without issue. What is the issue this year? I have been using this service for years and have never had a problem e-filing the non resident state return.

They have no answer. I was told to wait until 2/22/2019 at which point NYS will release “certain forms.” Still doesn’t work, obviously this is an issue effecting a bunch of people that TurboTax should address. I called the NYS tax division and they said I should be able to E file.

There is no further explanation of what that tax situation may be. Review offers nothing, it reviews and states return looks great and ready to file. Please look into this. It seems to be happening with NY e filing based on above comments, perhaps its on your end.
getting same issue - NJ resident that works in NY and can't e-file this year despite being able to for multiple years before.
was able to e-file Federal and CT when done separately. Cannot e-file NY. Have uninstalled/reinstalled several times. NY REQUIRES e-filing, plus i already paid for this. Fix this!
Same issue; federal and CT resident returns e-filed and accepted, NY state return won't e-file because my "tax return includes a tax situation that can't be e-filed" but no explanation available and nothing shows up going back through everything; it says its good to go, but doesn't go. Please fix this ASAP. NY requires e-file by law, plus the printed NY return includes attachments I ultimately did not need for one reason or another. I did not have this problem last year, and I'm clearly not alone this year.
Also having this problem. E-filed my federal return successfully and get an error message saying I cannot e-file my New York return.
TurboTax are you going to fix this issue or not? If not, you need to tell us why non residents are having a problem efiling.
I just mailed mine in and paid for shipping and tracking and I plan to file a Better Business Bureau complaint against TurboTax for being negligent, misleading, and unable to provide explanation about why their own product does not function properly. Will seek a full refund.
Same thing happening to me with nonresident New York form, very frustrating after years of no problems. I’m going to hold off on mailing in the hopes that TurboTax will issue a fix in the next week or two but I am not holding my breath.
