You are getting that message because you are preparing a North Carolina tax return, and the North Carolina forms are not yet ready for filing. They are tentatively expected to be available January 27. That date could change.

It's Feb 1st and I'm still getting the message the NC forms aren't ready.

As the commercial says - It's my money and I want it now.

Has NC released a new date the D-400 will be available.

@wsanders  You can check the expected state form availability dates at the link in my first post above. North Carolina Form D-400 is currently expected to be available February 17. That date could change, and it doesn't necessarily mean first thing in the morning.

I don't understand.  The form D-400 for the tax year 2021 is available on the NC tax forms website.  It can be filled in online and efiled or printed, filled in manually, and mailed.  So, it appears to me it is available.  But it isn't?  But, it is?

When the state has the forms ready and approved for efiling  is up to the state. Even if the form can be printed off the state site it may not be ready thru a DIY program like TT.   You can efile the federal now if you wish and return later to efile the state.

Note that even the paper forms will not be ready in the TT program until 2/17 at the earliest.

When will North Carolina forms be ready to file electronically? Been waiting to file.

The IRS is still finalizing some of their forms and because states depend on the information in the federal return, they often have a delay in some forms at the beginning of the tax season.  After they finalize, of course, TurboTax needs to finalize integration into the software.

For state forms, select the type of TurboTax you are using and your state, to see when forms are expected. The dates may still change and this link will be updated. Currently, it looks like North Carolina  Form D-400, Individual Income Tax Return Main Form is expected to be available for e-file by February 24th.

State Tax Forms Availability Dates

Here is a link where you can see estimates for dates the federal forms will be ready.

IRS Forms Available Estimates

If the federal forms are all finalized and it is ready to e-file, you can choose to file just the federal return at this time and have all the TurboTax fees taken out of the federal return, then come back when North Carolina is ready and then e-file that return.

  1. When you get to the Here are your filing options screen
  2. Select Change next to your state return
  3. On the the Change filing method screen
  4. Select I'm not ready to file
  5. Click Save

Note, if you don't e-file them together, you do have to wait until the federal is accepted before you can e-file the state.  Sometimes this takes a day or even two.

Here is a TurboTax Help article with directions for when you return to file your state return.

1.  It is my understanding that NC forms are still being tested by the state and TurboTax.  NC passed tax changes in Nov 2021 which put the whole process behind.   If there is blame it's with the NC legislature for not passing the budget on time.

2.  Thanks so much for clarifying that I can file only the Federal return and wait to file NC later.  I understand that the Federal return must be 'accepted' before filing the NC return, but I don't think that will be a problem.

Again, thanks for for making that crystal clear!

Who is dragging their feet....NC or Turbo Tax?  I have been using Turbo Tax for 14 years and have never encountered this delay in the past.

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing.  It is estimated to be available on 02/24/2022

Go to this TurboTax website for North Carolina state forms availability - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html

If you want to e-file your federal tax return now then change how you file the NC state return.  This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.

If using the TurboTax online editions click on File on the left side of the online program screen.  On Step 3 of the File section click on Start or Revisit.  Select the button File by Mail.  Then change the filing status of the state return.

After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing.  Just use the same procedure and change the state return back to e-filing.

I can't figure out a way to separate NC with Federal on the free Turbo Tax Edition. I might have to wait?

@MattHeadley

You will need to wait until the North Carolina Tax Form D-400 is available to e-file. It's projected to be available on 2/24/2022. You are able to go ahead and submit your federal tax return by e-filing. In order to do this if using the online version of TurboTax, you will need to follow these steps.

  • Go to file
  • On Step 3 of the file section select Start or Revisit
  • Select File by Mail
  • Change the filing status of your state tax return

You can now e-file your federal tax return and when your state form is available (2/24/2022), you can e-file your state tax form. Don't forget to change the your state return back to e-file once available.

To stay up-to-date on the availability of those forms, please see the information here.

Anyone trying to use TurboTax free version in North Carolina?
OK so there’s a huge delay to be able to file taxes in NC (surprise surprise). There’s a form 400 that people and tax software companies are waiting on from the state. It is supposedly going to be ready Feb 24. I have used TurboTax paid software for probably a decade but am trying out the free version for myself this year. The free version REALLY tries to file both at the same time and errors out for both when you try to file both. The solution is convoluted. Go back, delete the state to start over, but here’s the kicker: real quick, before it starts to automatically attempt to import info from your federal taxes, on the left web page column, click on the file button. I got a little confused at this point as it seemed to go around in a circle when I hit the file nc by mail button, but eventually I got a confirmation that federal went through by itself.

It is 2/13 and I’m unable to transmit my Federal and NC individual returns.  Is that because TurboTax is still not ready to e-file NC?  NC state says e-filing opened on 2/12.

Thanks, I figured it out, just wanted to add there is one more important caveat with the free online version. If you have gone through and done up federal and state and go to file, I don't think it allows file by mail for state if you choose to file federal by e-file. It really wants to do them together. I had to delete state AND quickly choose the left hand column file button before it automatically re-imports fed info to start a new state version.

This did not work. It still includes the NC state files in the e-file even though I saved the change to file by mail on the NC return.

In order for this to work online, after you change your state return to file by mail and save it, you then need to hit the skip tabs where you're asked to enter your driver's license and such.

Since you skipped filing the state for now, you will need to wait until your federal has been accepted before you can file your state @SloopR. If you need any additional assistance, please comment and let us know. [Edited 2:26 PM 02/15/2022]

NC indicates that form Sch S is available for efile, yet my Turbotax account says it is still waiting on the form before I can file the NC state taxes.  Any idea when I will be able to use Turbotax to fill in the Sch S and file electronically?  I have already paid to file electronically so I am stuck there.  I already have my Federal refund in hand.

Can Turbotax send out an email when it is available to e-file?

Thanks!

It looks like all the state forms for North Carolina are currently available. If you are using TurboTax Online, it will automatically update once all forms are available. If you are using TurboTax Desktop, you would want to manually update the software and then you should be able to complete your e-file.

If you are still unable to e-file, please respond back here and let us know.
