Need to file OL-3 for city of Louisville if I live in Louisville but work in Indiana?

I understand that you should file form OL-3 for Louisville if you worked there and if your employer did not withhold city tax. I live in Louisville but work in Indiana. No city tax is withheld. Do I still need to file for Louisville? Form OL-3 instructions seem to suggest that it is only for people whose income came from within the city.

Yes, you must file the city tax return, but you need the OL-2.  Residents of Louisville pay a flat city income tax of 2.20% on earned income.

Unfortunately, TurboTax does not file this return.

There doesn't seem to be a form called OL-2

The form you need to file is the OL-3.
