When I go to file my Nebraska state tax return, it keeps saying they are making changes to TurboTax due to recent law changes. It also says it is available to file: 01-26-2023. However I just tried this morning on 01-26-2023 and it still says it isn't ready yet.
The dates listed in TurboTax are target dates when TurboTax expects forms to be available.
If a date is listed, it means TurboTax aims to have the form ready sometime during that day. It does not mean “ready at 12:01 a.m.”
Forms available for Nebraska still shows Thursday, Jan. 26 as the expected date, so try back later.

Don't beat yoru head against the wall.
Just wait until the 27th to try again, and avoid the initial crush.
Who knows, maybe the software team for NE couldn't get it done on time.....there's always next week

All Nebraska forms show available for filing on this TurboTax website - https://form-status.app.intuit.com/tax-forms-availability/formsavailability?albRedirect=true&product=Turbotax_online&bu=cg
Which TurboTax program are you using, Online or Desktop software? If software make sure your program is at the latest release. Click on Online at the top of the desktop program screen and click on Check for Updates.
