My wife has no income but has a garnishment from a credit card she had before we were married. Will her garnishment effect my tax refund?

Private garnishments like this generally cannot take Federal tax refunds directly; the same is true with most state tax refunds. Depending on state, if your refund is deposited into an account with her name on it, the card company may be able to garnishee it from her bank. To be safe, I suggest you have it deposited into an account in your name only.
