My wife has an existing IRA. She is retired.. Can you make a spousal contribution to the existing IRA or is a seperate account required?

No, there is no special account type for spousal IRA contributions. 

 

Assuming you are allowed to make the contribution based on your tax situation, it can be made to any IRA in her name that accepts contributions.
