Just did this (03/08/2018) on my Surface Pro, so no CD but downloaded version; should be the same. Open up Turbo Tax on your computer and the opening screen should have an "Update" button. Click on this and download the latest update.

Once complete, open up the file for the return you filed and then select "Edit" for the return where your state is shown. Keep clicking "continue" until you get to the end and select "e-file". You will get a warning message telling you that the returns have already been submitted, but you will get a pop up window telling you that your return was rejected. Click on the button that says "Help me fix it" and it will guide you through re-filing the state return only.
