My state return when reviewed says "congrats, everything looks good" but in the top menu it says - HI Tax due with "in progress" under it like I haven't finished?

Have tried to submit?  The return is not finished until it is submitter.  You should run the state review to determine if there are errors, if no errors go back to the menu on the left side of the screen then choose file.  You should file your Federal and state together but definitely file the Federal first if not together.
