My son who is 25 year old full time student and I claimed him as my defendant, earned less than $300 in Dividend 2018. He received a 1099-DIV. Must he file a tax return?

No, if the dividend was your son's only source of income then he does not need to file a tax return as long as the amount was less than $1050.
