my son was 18 for 8 months of the year and in department of youth services for the entire year of 2020. I need to know if we can claim him as a dependent for 2020?

No. If he was 19 at the end of 2020 then for you to claim, you would have had to pay more that half of his total support for 2020 AND his gross income had to be less the $4,300. It sounds like your services supported him, not you.
