My social withholding was rounded to the nearest tenth which cause my employer to owe me 0.01 is it ok to still file or would it cause a delay

This will not be any problem if you choose to round ALL of your numbers to the nearest dollar.  Withheld tax amounts should be rounded to the nearest whole dollar by dropping amounts under 50 cents and increasing amounts from 50 to 99 cents to the next dollar.

...............or just edit the W-2 drop the value showing in box 4 by one penny.

Thanks, should I note that my W2 was edited? If I just leave it as it is will that be ok? I went through on turbo tax but didn’t submit and it said everything was good to go

No, you do not need to make any note regarding your W-2 unless your form fits one of the scenarios listed on the Let's check for uncommon situations screen (ie. marked as corrected, handwritten or typed over, worked for a foreign government).  Your changing a rounded amount to a specific amount does not mean your W-2 was corrected or modified.
