My question is before adding my depenent i was going to get a refund at a set amount then i added my dependent and it stayed the same. So is there a reason why it didnt change

The child tax credit is not a refund.
It lowers your tax due you do not receive $4000 for having a dependent. The "$4000 tax break" you saw means that since you have a dependent, $4000 of your income is "tax free."
Your "dependent deduction" lowers the amount of your income that you have to pay tax on.
If you have less than $1000 due, you do not get the full amount.
