My printouts does not include my 2016 Federal Tax Return,I only get the mailing instructions.It should be(Form 1040EZ) showing no balance due or refund amount.

If you have no taxable income you cannot e-file a return.  If you have no income at all, the program will not produce a form with nothing but zeroes on it.  You can go here to fill out an all-zero form, print and sign it, and mail it in, all for free.
