My New York driver's license expired but I have a passport. How do I proceed to answer the state issued ID question?

Hello, sowun.  The State of New York accepts expired licenses as a form of ID.  

"The Tax Department uses driver license and state-issued ID information as additional verification to protect taxpayers from fraud and identity theft. We accept information from your most recent driver license or state-issued ID to fulfill this requirement. The ID can be active or expired."

Do learner permits count?  I realize I misspoke.  I had a learner permit not a driver's license.  I can't find the document number

The license number (ID) should be at the top of your learner's permit.  It is an acceptable form of ID for New York state.
