My local unemployment company took money out of my unemployment check so do I need to add anything in the space for locality

What do you mean by "local unemployment company"?  Unemployment benefits are paid by state agencies.  Any deductions from your benefit payments should have been reported on your Form 1099-G.  Can you clarify your question?
