My husband received a 1099 for a part-time shopper/delivery person for a company. Is this considered self-employment?

Yes it is self-employment income.  He will owe self-employment tax for Social Security and Medicare.  if he had expenses, he has to enter them on a Schedule C, which will require the use of Self-Employed software.
