My husband is on ssi disability and doesnt file a tax return. can i list him as my dependent?

No, you would list him as your spouse. 

A spouse is not a dependent.

A spouse is never a dependent.  You just file a Joint return for the both of you.  It should be better than claiming a dependent.  If he get SSDI or a SSA-1099 form you need to enter it on your return.
