My husband is in the medical field and received a 1099-MISC for participating in medical surveys. Is that considered "qualified business income"?

Yes, if he is self-employed (the income was reported in Box 7 and he is filing a Schedule C).  No, if the income was in Box 3 - this is considered ''Other Income'' is not eligible for a Qualified  Business Income (QBI) deduction.
