My husband is in Kuwait and I am having trouble getting the individual taxpayer identification number that was assigned to him last year so I can use it on this year's taxes. They won't give it to me

Is he not a US citizen or a US resident alien?  
Does he have a Social Security number or an ITIN issued by the IRS?  Those are the TIN's (Taxpayer Identification Numbers)
