My husband did Not work in 2020. Why I cannot count him as my dependent?

A spouse can Never be claimed as a dependent.  You should be filing as Married Filing Jointly even if one spouse has little or no income.

Married filing jointly tax rates are more beneficial to you than if you were to file single with one dependent.
Also, if you are worried about the next stimulus check, it's going to be 2 x (currently proposed) $1400, whether he is your husband or a dependent.
