My friend is on P-1 visa. Is he eligible to use Turbotax to file a tax return?

If he or she stays more than 183 days within the US in 2018 or meet the substantial presence test   Substantial Presence Test , they are considered as a resident.  Therefore, they can file with TurboTax.
