My form 1099-MISC says For State Tax Department, does that me I only file this form for State taxes and not for Federal taxes?

When you receive a 1099-Misc, you include it in the income section of your program and it will appear in both federal and state returns as it should.  The IRS and state already have a copy of your 1099-Misc, so you do not have to mail it in.
