My daughter needs to file for the first time. Can she do it in Turbo Tax? She does not have a PIN or previous year filing

Yes, she can.  She'll just start from square one:  go to https://turbotax.intuit.com and click on "Start for Free."  TurboTax will then prompt her to create an account with a username & password.  From there, she'll simply follow the instructions.
