My daughter is 19 years old, not a college students and has lived at home with me all year. She earned about $7000 from a part time job and she's paid me $300 a month rent for the year. Can I claim her as a dependent? Could she claim herself?

No.  If she is 19, not a full-time student, and she earned over $4050 then you cannot claim her as a dependent.  She can claimer own exemption.
