My children used Apple Health in 2016 for health insurance. Do I click yes or no when it asks if anyone was covered through Washington Healhtplanfinder?

Say NO. Apple Health is a Medicaid-equivalent.

Medicaid plans don't issue 1095-A forms, which are the point of the question you see. Medicaid plans are not Marketplace plans, and are not eligible for the Premium Tax Credit.
