One child is a foster that I have cared for all year the other is a guardianship that I also cared for all year. I suspect that the birth parent may have fraudulently claimed them on their tax returns.
If your returns are being rejected by having the dependents on the return and you are the person who should be claiming them, you will need to print out and mail in your returns with them on there. The IRS will then process your return and pull the other return that has their social security on it, send each taxpayer a request for more information. Respond with what you have and then the IRS will make a determination as to who should claim the kids and adjust the return for that person who cannot claim them.
