My brokerage statement on its 1099-DIV includes an ADR expenses column. It is not associated with a 1099-DIV item number. Where do I put these in TurboTax Home

Those are investment fees and are not deductible. You can ignore them.

I thought investment fees were deductible. I guess not.

That is just informational.  You don't need to report it.  Brokerages charge fees when ADR shares pay dividends.
