My AGI keeps getting rejected.

If your tax return continues to be rejected with the 2018 AGI then enter a 0 (zero) for the AGI and e-file again.

If this is also rejected then you will have to print and mail the tax return.

My state makes me file electronically though so how do I file state electronically if I have to file by paper for federal because my AGI keeps getting rejected?

You can't.

 

You can only e-file your state return if you are able to e-file your federal return. 

 

If you were not able to electronically file your federal return, your state e-file will also be rejected and you will need to mail the state return in as well.
