My 1099-INT (from my bank) box 15 (State) is blank, do I enter the state into TurboTax? keeps saying STATE info is wrong

No, leave those fields (15-17) empty if there is no state tax withheld in Box 17.    There are follow-up questions after you enter the 1099-INT.
